The short version
GPT-5.6 Luna is the cheapest OpenAI model you can pay for, at about $0.59 a month for steady daily use. GPT-5.5 Pro does the same work for $89.
ChatGPT Plus and Pro are flat monthly fees and have nothing to do with these numbers. This is the API, where you pay for what you send and what comes back.
